Hays County requires a development permit for any kind of development in the unincorporated county, including placing a manufactured home, as a condition of staying in the National Flood Insurance Program. A single-family site must show a compliant parcel, a development permit, and a single-family septic design. The permit is good for one year to start work and two years to finish.

Every septic system is designed and permitted for the number of bedrooms and/or square footage of the home, so the OSSF design is sized to the specific floor plan you choose. Adding bedrooms later may require upgrading the system.

All development, inside or outside the floodplain, requires a Hays County permit; the fee depends on whether the site is inside an established floodplain. Sites in the floodplain carry additional requirements under the county's floodplain regulations.

What Texas requires everywhere

In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
