What Atascosa County requires
These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

Every septic system installed in Atascosa County needs a design by a licensed site evaluator, a registered sanitarian with a site evaluator's license, or a professional engineer. The application must include a 9-1-1 address confirmation letter and a color copy of the FEMA floodplain map for the parcel; aerobic systems need a signed maintenance agreement and a notarized Affidavit to the Public. Permit fees are non-refundable and good for one year.

The county issues a Floodplain Development Permit for building in the floodplain, and because every septic application must carry the parcel's FEMA map panel, floodplain status is checked on every home site before the septic permit is issued.

HUD lists fifteen Texas coastal counties in Wind Zone II (Aransas through Willacy) and none in Zone III; every other Texas county, including this one, is Zone I.

What Texas requires everywhere

In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
