Under the Caldwell County Development Ordinance (amended March 24, 2020), development on land in the unincorporated county - even where no plat is required - is subject to the county's development permit procedures, including driveway permits, septic (OSSF), floodplain hazard management and 9-1-1 addressing. Every tract must have fifty feet of frontage on a state roadway, county road or private street.

Where FEMA floodplain is present on the construction area, a floodplain permit (or a LOMR/CLOMR) is required. On platted lots containing or within 300 feet of a floodplain, the lowest finished floor of any habitable structure must be at least two feet above the 100-year flood level.

Grading, clearing and construction must be set back from the centerline of waterways by 50 feet (minor waterways, 64 to 320 acres of watershed), 100 feet (intermediate, 320 to 1,280 acres) or 150 feet (major, over 1,280 acres), never extending more than 25 feet beyond the 100-year floodplain.

What Texas requires everywhere
These come from the Texas Department of Housing and Community Affairs and apply in every county. We handle all of them as part of delivery.
In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
