These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

County permit for the home

Bringing a home onto a property in unincorporated Bee County requires a county Development Permit from Community Affairs; the application lists a mobile home as one of the construction types it covers, and the office also issues a separate Mobile Unit Permit, 9-1-1 address assignments and the septic permit.

Septic (OSSF)

Septic permits use the county's OSSF permit packet (2025 edition); inspections must be scheduled three working days in advance, and a septic permit is valid for one year, after which a renewal fee applies.

HUD wind zone
Wind Zone I

Bee County is Zone I. Its neighbours to the south and east - San Patricio, Refugio and Aransas - are on HUD's Zone II list, so a home crossing that line must be built to Zone II.

What Texas requires everywhere

Licensed installer

In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

Installation report and inspection

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Statement of Ownership

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
