These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

County permit for the home

Wilson County requires a Development Permit, which must be approved before a septic (OSSF) authorization is issued, together with a verified 9-1-1 address and a driveway permit for access from a county road. The county's checklist states that no home is to be built or brought onto the lot until the driveway and floodplain development permits are approved and the septic application is submitted.

Septic (OSSF)

Septic permits require a professional design, a scaled site plan, the installer's license details, and an affidavit plus maintenance contract for aerobic systems. Fees: $250 for a conventional system, $350 for a conventional system in a subdivision, $400 for an aerobic system. The authorization to construct is valid for twelve months.

HUD wind zone
Wind Zone I

HUD lists fifteen Texas coastal counties in Wind Zone II (Aransas through Willacy) and none in Zone III; every other Texas county, including this one, is Zone I.

What Texas requires everywhere

Licensed installer

In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

Installation report and inspection

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Statement of Ownership

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
