What Travis County requires

These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

County permit for the home

Travis County requires a Single Family Home / Manufactured Home Permit for a manufactured home in the unincorporated county. The application needs a site plan showing contour lines, existing and proposed improvements, easements, erosion control, grading and waterways, a Stormwater Pollution Prevention Plan where applicable, and whether the home will use a septic system.

Septic (OSSF)

If the home will use an on-site sewage facility, its location must be shown on the site plan and an OSSF permit from TNR Development Services is required; existing systems must be licensed and not failing.

Floodplain

For a site in or partly in a floodplain, the application must include full plans, the lowest floor elevation of every existing and proposed structure, and an elevation certificate within 30 days of completion. Travis County requires no effect on the base flood elevation or the conveyance of the floodplain.

HUD wind zone
Wind Zone I

HUD lists fifteen Texas coastal counties in Wind Zone II (Aransas through Willacy) and none in Zone III; every other Texas county, including this one, is Zone I.

What Texas requires everywhere

Licensed installer

In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

Installation report and inspection

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Statement of Ownership

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
