What Fayette County requires
These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

All development in unincorporated Fayette County must be issued a permit under the county's Flood Damage Prevention Order: a Class A permit for a site in Zone X, outside the 1% (100-year) floodplain, which exempts the owner from the floodplain regulations, or a Class B permit for any development in Zone A, Approximate A or AE. The Class B application fee is $100. Applications go through the Office of Floodplain Administration, and the form asks whether septic or wastewater rules also apply.

Septic installations, repairs, alterations and tank replacements must be permitted, inspected and approved by the County Inspector (Room 307 of the courthouse) to comply with state and local law.

What Texas requires everywhere
These come from the Texas Department of Housing and Community Affairs and apply in every county. We handle all of them as part of delivery.
In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
