What DeWitt County requires
These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

DeWitt County states that no county building permit is required outside city limits; contractors follow the state building codes. For a manufactured home the county points to the Texas Manufactured Housing Standards Act, administered by TDHCA, for ownership recording and installation rules. A county driveway permit is needed only when the entrance is off a county road and a 9-1-1 address is required.

Septic permits for DeWitt County are handled by the Victoria County Public Health Department's Environmental Health inspector (205 N. Navarro, Victoria, TX 77901; (361) 578-6281 ext. 3401), not by a DeWitt County office; the application packet is on the DeWitt County site.

Floodplain regulations are administered by the DeWitt County Floodplain Administrator at the courthouse ((361) 275-0878). A septic system in a floodplain must include provisions preventing contamination during flooding, and the application needs a floodplain certification signed by the county's floodplain administration.

What Texas requires everywhere

In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
