What Comal County requires
These apply to land outside city limits. Inside a city (or its ETJ) the city's own rules add to or replace them, and a property-owners association may add more.

For a home site in the unincorporated county, the county's permits are the On-Site Sewage Facility (septic) permit, a Floodplain Permit when the site is in the regulatory floodplain, and a driveway / right-of-way (PIPROW) permit for a new drive onto a county road. The county notes there may be other requirements from property-owners associations, municipalities, utility companies, and state and federal governments.

The OSSF (septic) permit is the first county permit for a new home in unincorporated Comal County and is handled by the Engineer's Office; if the proposed development is within the regulatory floodplain, a Floodplain Development Permit is also required.

To place a manufactured home in the 100-year floodplain you must file a permit application with a plot plan and plans showing compliance with the floodplain regulations. What Texas requires everywhere
These come from the Texas Department of Housing and Community Affairs and apply in every county. We handle all of them as part of delivery.
In Texas no one may install a manufactured home except an installer licensed by the TDHCA Manufactured Housing Division.

The installer must file an Installation Report (Form T) with TDHCA within seven working days of setting the home so the installation can be inspected, and must give the buyer a copy.

Since September 1, 2003 a Texas manufactured home is titled by a Statement of Ownership issued by TDHCA in Austin. It records the make, model, year, size, wind zone, HUD label and serial numbers, owner and lienholder, whether the home is personal or real property, and where it sits.
